Tom Kelsey is a career member of the Senior Foreign Service. He previously served as the Deputy Director of the Office of Iraq Affairs, and as the Deputy Political Counselor in Baghdad. Other assignments include Political-Economic Counselor in Bern, Senior Advisor to the Special Representative for Afghanistan and Pakistan, Director of the Panjshir Provincial Reconstruction Team in Afghanistan, and Political Economic Chief in Munich. He also served on the Germany Desk, as a Special Assistant to the Secretary of State, as a Watch Officer in the State Department Operations Center, and assignments in Kuwait and Athens. Mr. Kelsey has a Bachelor’s degree from Claremont McKenna College, and a Master’s degree in National Security Strategy from the National War College.
