Our Mission

The Bureau of Legislative Affairs (H) coordinates legislative activity for the Department of State and advises the Secretary, the Deputy, as well as the Under Secretaries and Assistant Secretaries on legislative strategy.

Offices

Capitol Hill Liaison Office

Since 2001, the Department of State has operated its Capitol Hill House Liaison Office located in RHOB 2028 of the Rayburn House Office Building and the Senate Liaison Office located in SR-189 of the Senate Russell Office Building, which was created in 2010. Both offices provide a full range of State Department support services to members of Congress and their staff. In particular, it provides services related to consular affairs and travel by members of Congress. In fact, there are two full time Foreign Service Officer who are Consular Affairs specialist and available to assist with questions related to visas and passports See Department of State Travel page

Office of Senate Affairs

The Office of Senate Affairs is responsible for the Department's day-to-day interaction with the U.S. Senate and its principal oversight committee — Senate Foreign Relations Committee, as well as the several other Senate Committees with interest and jurisdiction over the conduct of foreign affairs. This office tracks and works with Senate members and staff on foreign policy-related legislation, keeping Department officials informed of committee positions, and advancing Administration foreign policy goals on the Hill. The office also carries the responsibility for managing the Department's nominations and confirmation process and the ratification of treaties.

Office of House Affairs

The House Affairs Office is responsible for the Department's liaison with Members and Committees of the U.S. House of Representatives. It facilitates hearings, briefings for Members and staff, outreach to oversight Committees, and communication between the House of Representatives and the Department

Office of Regional, Global, and Functional Affairs

The Office of Regional, Global, and Functional Affairs interacts with Congress on the Department’s full range of policy issues of interest to the Congress. The office’s Legislative Management Officers are the principal substantive liaison officers between Department bureaus and Congressional offices. It works in close cooperation with the Department bureaus in briefings on administration policy and manages Congressional appearances of Department witnesses for foreign policy hearings.
