The Office of Emergencies in the Diplomatic and Consular Service (M/EDCS) is responsible for administering expenditures from the Emergencies in the Diplomatic and Consular Service (EDCS) appropriation (also known as the K Fund), as well as administering the Department’s Gift Funds Program.
