Pursuant to the authority vested in me by section 110(b)(2)(D) of the Trafficking Victims Protection Act of 2000, as amended by section 107(a) of the William Wilberforce Trafficking Victims Protection Act of 2008 (22 U.S.C. 7107(b)(2)(D)), and Presidential Delegation of Waiver Authority to the Secretary dated September 20, 2010, I hereby determine that a waiver of the application of clause (i) of such section is justified with respect to Cuba, Hong Kong, Kuwait, Niger, Saudi Arabia, Senegal, and Swaziland because each country has a written plan to begin making significant efforts to bring itself into compliance with the minimum standards for the elimination of trafficking; the plan, if implemented, would constitute making such significant efforts; and the country is devoting sufficient resources to implement the plan.

This Determination shall be reported to Congress and published in the Federal Register and on the Department of State website.
