Joint regional and functional bureau strategic planning comprise the second of three stages in strategic planning at the Department of State. This stage is designed to articulate priorities within the Department’s regions and functional areas and outline specific tradeoffs necessary to bring resources into alignment with State Department/USAID goals and objectives. The FBS is also a tool used to inform budget decisions, advise Integrated Country Strategies, and shape performance reviews.
