Claimants sent a Request for Arbitration and Statement of Claim, and an amended Request for Arbitration and Statement of Claim, alleging that U.S. government regulators failed to protect claimants’ investment by neglecting to stop the Stanford Ponzi scheme in a timely manner. In the amended Request, claimants seek damages for alleged violations of Article 1102 (national treatment), Article 1103 (most-favored-nation treatment), Article 1104 (standard of treatment), Article 1105 (minimum standard of treatment), and Article 1110 (expropriation and compensation).
